Pnrr and Residential Construction for Students (Student Halls)
The National Recovery and Resilience Plan (Pnrr) is an initiative aimed at financing a range of projects, from nursery schools to universities. Among these, there is a particular focus on the issue of residential construction for students.
Currently, Italy offers just over 50,000 beds for nearly 700,000 out-of-town students. This represents only 5% of the total, a significantly lower percentage compared to other large European countries such as Germany and France, where the percentage of beds for university students is 12% and 13.2%, respectively.
The Pnrr aims to increase the number of beds to 100,000 by 2026. To achieve this objective, the Plan has allocated 960 million euros. However, these resources will predominantly finance privately managed facilities, which often have prices well above average rental rates.
Despite the goal of ensuring new accommodation for out-of-town students, there is no mention that the additional 60,000 places should be allocated to the right to education, i.e., to deserving students without means. Furthermore, there is no obligation for private entities to offer reduced fees.
The Pnrr represents an opportunity for Italy to reduce the gap with other European countries in terms of university student accommodation. However, it is crucial to consider the challenges that have emerged to ensure fair and sustainable access to education for all students.
Ministerial Decree No. 469 of May 12, 2023, and Student Housing
Through Ministerial Decree No. 469 of May 12, 2023, a notice for expressions of interest has been introduced for entities willing to make properties available for student housing or university residences.
The ministerial decree establishes specific requirements and characteristics for eligible properties. In particular, Article 4 of the decree stipulates that student housing or university residences must guarantee a minimum of 20 bed spaces.
The adoption of this list of eligible properties represents a significant step toward improving university infrastructure in Italy. This measure could have a significant impact on the quality of life for university students, especially those coming from other cities. Continuous monitoring is necessary to ensure that the listed properties are genuinely suitable and meet the needs of the students.

In light of this, it is necessary to link student halls to the right to sports facilities. In Italy, the Ministry of Education has introduced the “High-Level Student-Athlete Educational Project,” an initiative aimed at allowing students engaged in nationally relevant sports activities to integrate their academic and athletic paths. This project represents a significant step toward creating a learning environment that values both education and sports.
